The kits are for game stores only. If you are just some random joe, they will not give you a kit. PLUS, if you do somehow fool them into thinking you are a store, they WILL advertise your event on their website, which includes PUBLICLY POSTING YOUR ADDRESS. And then you will have a bunch of random nerds show up and try playing Yugioh in your front lawn.
